A few months ago, “O País” published a major report on the degradation of National Road Number 1. Shortly afterwards, the World Bank approved a loan of 400 million, with a view to rehabilitating the most critical 508 kilometers of the EN1.
This was even clear, but the question that still lacked an answer was: what about maintenance? Never before had the information been given out as it is today: “World Bank support also covers maintenance”. And in what way?
It so happens that, according to the chairman of the Board of Directors of the Road Fund, Ângelo Macuácua, it is an “innovative” project that “provides that the contractor, even after carrying out the rehabilitation, will have to carry out the maintenance for a period of time”. five or six years.”
The one we mentioned above is the source for the early years. For later, the Fund hopes that alternative sources will be strengthened, not least because “financing through tolls is a complementary way to the other existing ones”.
Still on the rehabilitation of the EN1, the Road Fund revealed that, after all, the World Bank will make available, in total, US$850 million, of the above US$1 billion needed to bring all 2,500 kilometers into condition. “This is a multiphase project” and, by 2025, all 850 million will be disbursed.
Meanwhile, the guarantee continues that the works will start in 2023, once the bureaucratic part of access to World Bank financing has been completed.
ALTERNATIVE SOURCES OF URGENT FUNDING
The context is one of changes and requires new approaches. For example, the whole world is aiming to use clean energy and that drives more and more fuels like gasoline and diesel from the daily lives of human beings, that includes cars.
With the increasing use of electric cars, there is less import of fuel. This is even good for the environment. But it affects those who have a source of income from fuel taxes: road funds, which today met in Maputo to discuss financing for road maintenance.
The president of the Association of Road Maintenance Funds in Africa, Ali Ipinge, said that it is no longer possible to rely on revenue from fuel imports and this is worrying because it is at a time when, according to him, “most of the funds have, in fuel fees, revenues to finance maintenance”.
The opening session of the meeting was made by the minister of Public Works, Housing and Water Resources, Carlos Mesquita, who did not stray too far from the speech of the leader of the association of funds.
Mesquita added that another thing that affects revenue from fuel taxes is the rise in prices at an international level. “With the recent rise in fuel prices, which affect almost the entire world, and with each country having taken measures to mitigate the impact of rising fuel prices, several governments have decided to reduce fuel taxes, which is one of the main sources of financing for road maintenance”.
For Mesquita, “if this situation prevails, the Road Funds on the African continent are called upon to promote a deep reflection on how to direct the scarce resources available, responding to the need to guarantee the preservation of the existing heritage, as well as its expansion”
And there are more problems. “The challenges facing the African continent in terms of financing road infrastructure are vast and the need to develop the road network is growing. These challenges are compounded by extraordinary weather events that damage road infrastructure, further increasing the existing funding gap.”
And to solve this deficit, the minister made a suggestion for a solution. “We all understand that, in order to guarantee the full functionality of our roads, a regular and sufficient flow of financial resources is necessary, and the search for alternative and sustainable sources of financing must be one of the main points of discussion between the Maintenance Funds. of roads,” said Mesquita.
The Executive Committee Meeting of the African Road Funds Association took place in Maputo, this Tuesday, and brought together road funds from various parts of the continent.
